Can you award an IDIQ contract using Simplified Acquisitions?

Can you award a single award IDIQ, but still use FAR 13.106-2(b)(3) as the evaluation factors, as long as it's a commercial buy? I know taking too many parts from FAR 15, can deem a contract to be labeled as such, but just wondering. Thanks

IDIQs, including single-award IDIQs, can be solicited and awarded under Simplified Acquisition Procedures (SAP). What specific evaluation factors are you asking about?

While you’re at it, what do you think is coming from FAR part 15?

@Jamaal Valentine I was specifically asking about using comparative evaluations in FAR Part 13, while still have a single award IDIQ. I believe you answered my questions as well. Thanks
