Does anyone have a contractor's purchasing manual they are willing to share?  Or, at least a Table of Contents from one?  I can find plenty of examples online from the government's perspective (agency, state, commission, board, ...), but none from the Contractor's perspective. 

With recent growth we expect to have to create a reviewable / auditable purchasing system, and don't want to have to start from scratch.  Any suggestions for jump-starting the process would be welcome.
