How To Use the NDAA 2004 Suite of Pages

The wifcon.com analysis of the National Defense Authorization Act (NDAA) for Fiscal Year 2004, includes a review of new law from the act and the legislative history of the act.  This includes coverage of
  • Title VIII—Acquisition Policy, Acquisition Management, and Related Matters,
     
  • Title XII—Matters Relating to Other Nations, and
     
  • Title XIV—Services Acquisition Reform Act of 2003.

For a section of law that was passed, the left column includes the section of the law and the right column includes the legislative history.  The legislative history first provides the section of House Conference Report 108-354, that explains the section of the law. Below the House Conference Report in the right column, earlier sections of congressional reports that were identified are provided for further explanation of the section of section of law.

Additionally, the sections from the House and Senate version of the bills that were not exacted are also provided for

  • Title VIII—Acquisition Policy, Acquisition Management, and Related Matters and
     
  • Title XIV—Services Acquisition Reform Act of 2003.

These are entitled "LEGISLATIVE PROVISIONS NOT ADOPTED" and are shown at the bottom of each Title's section.  On these pages, the left column includes the section of the House or Senate bill that was not passed and the discussion from House Conference Report 108-354 in the right column.
