The COVID-19 Vaccine Administration Management System (VAMS) is under heavy criticism. I am sincerely wondering how the sole source award was justified, given all the commercial solutions that are available -- and that are apparently preferable to the Federal solution.

Here's the J&A for the VAMS O&M contract from beta.SAM.gov:

The Centers for Disease Control and Prevention intends to award a sole source contract to Deloitte Consulting, LLP for Vaccine Administration Management System (VAMS) Operations and Maintenance (O&M).  Deloitte is a provider of consulting, application development, analysis and related services. Under the current contract (75D30120C08239), Deloitte has developed VAMS using their GovConnect proprietary platform with plans to develop future planned releases of the application on the same platform before the contract terms end. During the initial phases of the COVID-19 vaccine response, the VAMS application was planned as one of the technology solutions CDC would establish to ensure CDC could obtain COVID-19 vaccination data in real time to near real time fashion. Leveraging the outcomes of several requirements sessions to understand the specific needs of CDC and Immunization Information System (IIS) jurisdictions for tracking COVID-19 vaccination and vaccine distribution, Deloitte has configured VAMS on the GovConnect proprietary platform to support the unique needs of CDC and states for the COVID-19 vaccine response. Deloitte has exclusive licensing rights to the GovConnect platform and the attributes built within this platform to support the needs of CDC and IIS jurisdictions for the COVID-19 vaccine response.

Because VAMS is built on GovConnect, Deloitte is the only contractor that is able to provide the O&M for the application. The GovConnect is a propriety Deloitte licensed product that contains Deloitte intellectual property that's configured to support the unique needs of the CDC and jurisdictions for the COVID-19 vaccine response.  This intellectual property is specific to Deloitte and no other vendor is able to access the product or license.  Therefore, Deloitte is the only contractor that is able to establish the O&M infrastructure for VAMS and carry out the O&M activities. 

Deloitte is the only contractor that can meet the project requirements, because configuration of the VAMS application is occurring using Deloitte's propriety GovConnect platform.  Therefore, no other contractor has rights or access to leverage the system to carry out O&M activities, such as the administration of the system, change and defect management and end user support.  As the only contractor with the GovConnect proprietary platform, and the need to stand up O&M support for VAMS while concurrently developing future releases, Deloitte is the only contractor that can achieve the O&M scope and contract requirements.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

Deloitte was, apparently, smarter than its government customers: "Deloitte is the only contractor that can meet the project requirements, because configuration of the VAMS application is occurring using Deloitte's propriety GovConnect platform.  Therefore, no other contractor has rights or access to leverage the system to carry out O&M activities, such as the administration of the system, change and defect management and end user support."
