I was surprised to se that this bill was already marked-up by the full Committee. It may get through the House. Do you have an opinion on this Bill? formerfed Posted March 3, 2020 Report Share Posted March 3, 2020 I think it’s great. I know DHS and it’s components well. Department wide training, career development including mentoring interns, on-the-job trading, and rotational assignments are all excellent. Too many acquisition personnel in the components still work in the old line stovepipe functioning and perform work out of habit and tradition. One component doesn’t really understand how their counterparts in other components function. For example, one component might have a best practice but it’s not used elsewhere. A big positive move is the Procurement Innovation Lab but there’s reluctance at middle levels of acquisition management at components to try new and different things.
