Thouse010 Posted March 3 Report Share Posted March 3 I requested the contractor reduce their price for products being added to an IDIQ contract. I documented the "negotiation" in my mod memorandum. Management is telling me I need to request a FPR and do a post negotiation memorandum for mod documentation. Is this actually required per FAR? While the FAR is silent as to what documentation is required to support a modification your agency FAR supplement might provide detail. Likewise your agency policy might also state what is required. Forgive me but I hope you have replied to your agency about what you’ve recently done. I fear for your job, especially if you have “no incentive” to actually negotiate and attain better modification pricing, because it “requires more work”. In truth there is another view that a Beginner such as yourself may wonder about and that is - Are the extra efforts of a FPR from the contractor and a post negotiation memorandum value added to making the acquisition the best it can be or is"management" just chirping this is the way we have always done it. I say this as Forum is full of discussion threads about what does and does not lend to efficient contracting efforts. I have separated my first response from this post as there is a long list of facts that I would need to know before I would wonder about your concern regarding the incentives to do bureaucratic paperwork! Every effort in contracting depends on the facts of the acquisition! The magintude of mod, the original contract, the content of your mod memorandum, what you had from the contractor as confirmation of their pricing, the list goes on. The bottomline the fight to get one need through the process is entirely different that questioning the need for certain actions in all procurements.
