Is UEI number required when completing Service Contract Reporting SCR (FAR 52.204-14) in sam.gov for subcontractors that have $0 to report? Also, how to report for a subcontract that have not yet submitted their invoices, can the draft invoice be used for reporting? Thank you

I believe, from reading the clause and the final Rule published in the Federal Register (See your other thread), that you are only reporting amounts invoiced for and manhours expended for work performed during the FY reporting period of 1 October 2021 through Sep 2022. If no work was performed by a sub, you don’t include it in the report. The invoice can be submitted after the reporting period, e.g., during the following month of October 2022. You also wouldn’t  report an October 2021 invoice invoice amount at the beginning of the reporting period for work performed prior to the reporting period.

I would think that a draft invoice representing work performed during Oct 2021-Sep 2022 that is pending would be okay.

However, you should verify all this with your contracting agency.

Since lower tier subs and other indirect subs and suppliers might not be included, the amount you report won’t be an exact representation of total MHRs  expended or total contract $ anyway.
