good afternoon, i have been researching CSOs as The How with 10 USC 4022 as the What. I read DFARS 212.70 that CSOs are limited to fixed-price, including fixed-price incentive contracts. Since an OT is not FAR based are we still beholden to the fixed-price obstacle? I would assume no, but wanted some insight from the masses. much appreciated.

@formerfed yup PEP seems the best route, but I was told to assume there are no funds or they are underfunded. But with the products surveyed they are at Tech Readiness Levels (TRL) at 5 or higher which makes them unsuitable for SBIR/STTR programs. So as stated either PEP or perhaps Rapid Fielding via MTA is best route. Meeting today to present my findings and decide on path forward.

Some of the products surveyed - NEC NeoFace Watch Oosto OnWatch Cognitec FaceVACS Paravision Corsight AI FaceFirst, etc.

Hey Vern, sorry for the confusion. funding roadmap = are we able to use PSEAG, TMI, and/or ICR&D programs to acquire the product(s) to test and evaluate in the field? If so, how would we go about utilizing the programs? does this help? hopefully, but maybe not.

Afternoon, The team I am supporting has completed initial market survey for biometric software platforms. And now I am being asked to deliver examples of funding roadmaps to acquire --> field test --> evaluate --> procure at a later date. Here are my findings thus far - SBIR/STTR this requires the company to propose a solution based on a topic that has been rolled out. Nothing for the customer to do from my perspective. Coalition Warfare Program (CWP) Requires a foreign government defense partner(s) to be equally committed to manage and execute the project. Technology Maturation Initiative Provides funding to support the demonstration of relatively mature technologies in relevant environments and operational scenarios. International Cooperative Research and Development (ICR&D) Can't find much on this. Would help if someone knows a POC email. Physical Security Enterprise & Analysis Group (PSEAG) Same as #4. Can't locate a POC email. 10 USC 4023 (PEP) I feel this is the best alternative to procure a few of the products to field test and evaluate. Middle Tier Acquisition (MTA) Does anyone have experience with this? Any and all feedback is appreciated. If I am on the right track or am missing a funding source. Thanks. Dave

The team I work with has been working to stand up PEO-S at an agency from the ground up. The agency does fully understand what makes up the PEO-S so we work bit by bit with everyone's hair on fire. I do not have any experience with PEO but we were tasked last night to come up with a staffing model that would or could apply to PEO-Services framework.

I have read that as well as the Government-wide Category Management Key Performance Indicators Definitions and Guidance V6.0 dated February 25, 2025. But it only speaks about BIC, SUM, Cost Avoidance, etc. I am looking for more specific ones that I can tailor vs doing them on my own. For example these are some I came up with; backlog (remaining fund), compliance rate, contracts at risk, contract turnaround time (PALT), contract terminations....something that can be used to refine and improve category initiatives. Majority of Google searches and chatGPT I found relate to corporate supplier realm where it does not really correlate to government contracting.

Good morning from the east coast, I am working on a team who is tasked to assist the entities FCMs with analyzing contractual data to get them on track with category management principle. My inquiry is this -- Is there a repository somewhere that contains KPIs personnel have used for their government-wide categories? I know that some would be particular to the entity itself according to it's strategic outlook and policies, but wondering if there are some boilerplate ones that I could adjust to fit my need. Thanks for any assistance and hopefully this is posted in the right section. Dave
