ODCs for 1099s
CPFF services TO: can a ODC CLIN be used to pay for 1099 CTR employees? All I could find was in FAR Part 4 about the Government sending the 1099 to IRS, but nothing on ODC funds being used for 1099s.

FFP cost breakdowns
True; but our program office wants to know the invoice breakdown for labor, indirects, ODCs...etc. What is preventing us from including a CDRL and PWS language to require the CTR to accept these terms at the individual TO level? Is there anything in FAR 16, FFP contract types that I am missing?

FFP cost breakdowns
I have an IDIQ contract that is FFP, which was done by another contracting office and transferred over to my office. The IDIQ clearly states the contract type as FFP. The IDIQ also gives directions on how to submit a COST proposal; and to break it down by the traditional elements of a CR contract (Direct Labor, Indirects, Materials, Travel, ODCs, subcontracts, and profit/fee...etc. For a previous TO we issued off this IDIQ the CTR refused to breakdown the costs in their invoices and charged us a monthly lump sum, saying they are not required to do it IAW with the PWS/CDRLs. For the 2nd TO we are getting ready to issue, I ensured that this time around there were no ambiguities on providing a cost breakdown in their invoices. We included language in the PWS and added a CDRL asking the CTR to submit the cost breakdown when submitting their invoices. Now, the CTR is coming back and saying, per the contract type, the CDRL requirement is not valid, and they are not required to do it.

24 month PoP
Can we use a 24 month PoP for a TO issued off a single award IDIQ? The IDIQ itself does not have any language prohibiting it WRT a 24 month PoP. //// This has been resolved. Thank you all for the feedback.

G&A for Travel ODC
I cannot seem to nail this down in Part 31. Can KTRs use G&A for Travel ODC in a CPFF contract?

Extend OY 3 but not exercise OY 4
Can we extend the POP for OY3 by less than 12 months (current OY 3 PoP is ending in early March 2024) and not exercise OY4? This is a SIBR IDIQ CPFF for labor. If we exercise OY 4, we are obligated to see it through until the end of the PoP.
