  1. Let me take a stab from the contractors perspective or at least from the division I work at within a top 6 Defense Contractor. I would love for any Government agency to start the conversation with their budget and schedule constraints and let us tell them what we can do given their parameters. As the author stated, industry is usually pretty good at meeting schedules. However, this scenario is impossible when there isn't agreement on the Government's end on what they want to acquire. In the example above, our company could say we can build you X in 9 months for Y dollars. Yet, unless the Government knows it wants X and not X+10, it doesn't matter. In the end the two questions posed by the author are really similar to mass opinion that if the Government knows what it wants and doesn't change its mind, then the acquisition timeline can be reduced. Stop changing the requirements and save time, money and get things faster.
  2. Vern - I want an app because I want something for my iPad. Where I work there is no WiFi or outside internet connection available so accessing wifcon is not possible. Having an electronic version of the FAR/DFARS would be a great tool. So yes, I guess it doesn't have to be an "app" but an electronic version of the FAR/DFARs with advanced search capabilities, the capability to bookmark and highlight text is what I'm really looking for.
  3. We are a first tier subcontractor under a prime contract with the Department of the Army. We are operating under an undefinitized subcontract. We are contracted to deliver 12 items over the course of the next 6 months. The prime contractor is also performing under an undefinitzed contract. The situation is that the prime contractor wants us to deliver 2 of the 12 items before our contract is definitzed in order to meet their schedule under the prime contract. However, we do not want to deliver anything before our contract is definitized. Our prime contractor is telling us we "must deliver" regardless of the state of the contract and has asked us to provide them a FAR reference supporting our reluctance to deliver before our contract is definitized. There are many different levels here, but my main question is what right does a prime contractor have to demand delivery of items prior to definitization of a contract?
  4. Does anyone know of a solid FAR/DFARS Ipad/Iphone app or other electronic (kindle/nook/iBook) version of the CCH FAR/DFARS publication? The closest thing I've got is a 2111 page PDF FAR document on my Ipad, but having a more interactive and user friendly app would be amazing. There are a couple of lousy CFR apps in the Apple App store, but they are not what I'm looking for.
