Thank you DC for the further info.   My parting thought will be questioned by some but why not emulate GSA contracts then?  By example GSA's Clause I-FSS-969, would it address your concern?  If yes could wording like it be placed in your solicitation contract?

No need to answer just a thought for you and your team (legal) to consider.
