Yep I know but it is the connection  that the sole source is authorized by statute.   Is an advance decision request to GAO a way to clear this up?

This is really puzzling.  So far the only definitive thing I found concerns VA.  I know they deal differently with veteran owned businesses but they require synopsizing sole source awards

Bottom line is no one can show its wrong whichever way you interpret.   This was also fun and interesting.  Glad you found it and raised the discussion.
