DOD Wants to Raise Micropuchase Threshold

Interesting article on GovExec.

The article incorrectly states the current threshold as $3,000. 

Also, the person who wrote article said “acquiring more-expensive goods and services”.  The thresholds for services and construction won’t change unless Congress also revises the Service Contract Labor Standards and Wage Rate Requirements (Construction) statutes.

Even if Congress did not want to increase threshold for purchase card transactions, they should still change it for actions taken by a CO.

"Raising the threshold, which would allow program managers to avoid multiple layers of approval when acquiring more-expensive goods and services, would come at a time of continued concern in Congress about purchase card abuse. Though Congress in 2012 enacted the Government Charge Card Abuse Prevention Act, the Government Accountability Office and Pentagon inspector general subsequently found cases of employees using cards for gym memberships, strip club visits and breast implants."

PepeTheFrog suspects the author is blurring the distinction between travel cards and Governmentwide Commercial Purchase Cards or GPC (FAR 13.301). Those GAO and IG investigations involve travel card abuse. Travel cards are for Government employees to use for expenses on Government travel, and are not subject to the same rules as the GPC and micro-purchase threshold (FAR 2.101).   

Now, if there is an agency with bona fide needs for strip club visits and breast implants...Hang on, PepeTheFrog needs to update the ol' resume.

The amphibian is correct.  Unfortunately, the failure to distinguish between a purchase card and a travel card traces back to the original post by the Project On Government Oversight (POGO).
