On CDRL DD FORM 1423-1, who is responsible for filling out Blocks A, E, and F after contract award and does it require a new signature and date for who prepared the form and approved the form?

It is my understanding that the Acquisition Specialist works with the Program Manager to determine the CDRLs and fill them out with Blocks A, E, and F filled in with TBD since the contract is in pre-award stage. After contract award, are those boxes filled in with the information by the Contract Specialist. As the customer, I cannot modify any contract documentation after contract award. There is no COR on this contract.

I’ve never seen those blocks completed after award. That doesn’t mean it’s not done or some policy requires it. My experience is the completed 1423-1 from the solicitation without those blocks completed just gets incorporated into contract with any instruction. Now when a noncompetitive contract is awarded, those blocks are usually filled out.

No, the contracting officer should fill those blocks in when preparing the award document.
