Thie FAR Case below is posted on the WIFCON home page under "Rules and Tools" and I finally took time to read it. Bringing to attention here as the FAR Case seems to finally add information to the FAR, that caused questions in the WIFCON Forum that one usually had to look to the CFR at 13 CFR 124 to help answer. Helpful but nothing of monumental change by my read.

FAR Case 2012-022: Contracts under the Small Business Administration 8(a) Program. (February 3, 2014)

This looks to be in place now. Helps make some things clearer as stated above.
