If you're awarding under FAR 13.106-1(b), then would that apply, given that FAR Part 6 doesn't apply to FAR 13? It's for an award less than $250k.

Might? I guess one would have to consider all the details and apply one of the exceptions found in 6.302 that is most applicable. So yes it might. If under the SAT and following FAR part 13 then I think the single source route is appropriate unless the agency has other policy on how to pursue a FAR part 13 single source procurement.
