Does DFARS 215.371 "Only one Offer" apply to brand name J&A's where competition is expected? A different way of asking the question - If you have brand name J&A where competition is expected is it considered a competitive solicitation?

I would say yes. If you are soliciting more than one source, it's a competitive solicitation.

At the end of last fiscal year, I processed a request for a waiver for a brand name software product for which a single quote was received. DPAP processed the request and granted the waiver.
