As a Prime, if the Prime is proposing on NASA contracts and there are other Primes bidding on the same contract; is Certified Cost or Pricing Data required, or does the exception for competition apply? If the Prime is not required to submit certified cost data, are the subcontractors on that contract/proposal then exempt from providing that data?

Maybe.  One should ask the NASA CO specific to the procurement.  Reference - FAR 15.403-4 and NASA's FAR Supplement at 1815.403.

You use terms that are seemingly contradictory.  You say the prime is "proposing" which usually indicates the solicitation is an RFP.  In the same sentence you say other primes are "bidding" on the same contract, which indicates the solicitation is an IFB.  If the solicitation is an IFB, certified cost or pricing data would not be required. (See, 10 U.S.C. 3702.)  If the solicitation is an RFP, and FAR 52.215-20 is in the RFP, this is an indicator that certified cost or pricing data are required.  However, as Carl suggested verify this with the contracting officer.  If the prime is exempt from the requirement to submit certified cost or pricing data, subcontractors would also be exempt.  (FAR 15.403-4(a)(1)).  However, see, FAR 15.403-1(c)(4) concerning waivers.
