July 23, 20232 yr comment_79012 Glad to see this issued. DoD and all the support people did an outstanding job. It really surprised me because I thought DoD wanted to reign the process in. Instead it keeps the process with the needed flexibility and responsiveness. It also makes it clear OTAs aren’t controlled by the FAR and DFARS and the authorizing officials don’t have to be contracting officers.
