However, we are not allowed to conduct a learning curve using a previous buy that was determined fair and reasonable using price analysis via a learning curve. I can't seem to find any guidance regarding this policy. Can you please provide some references that support this policy or guidance as to why this is the rule.
June 20, 201213 yr comment_14018 Do you mean that you are not allowed to conduct a price analysis by extending the learning curve developed as part of the price analysis for the last buy? In other words, are you prohibited from assuming that learning has continued at the same rate since the last analysis was done?
June 22, 201213 yr comment_14043 Looks like "Fade Into" has faded away... In a related note, for some reason I need to frequently remind people that the learning curve cannot be extended linearly when there is a break in production. H2H
