Depending upon the circumstances, the date might be bi-laterally modified.

The government could not unilaterally extend the date, as it would affect the rights of the contractor(s).

I should add that shortening the date to benefit one contractor but not others might not be possible. If there is a singular contractor and shortening the date would benefit it, consideration from the contractor might be necessary.
