SEC. 841. EXTENSION OF MENTOR-PROTÉGÉ PROGRAM.

(a) EXTENSION OF PROGRAM. — Subsection (j) of section 831 of the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101–510; 10 U.S.C. 2302 note) is amended —

(1) in paragraph (1), by striking ‘‘September 30, 2005’’ and inserting ‘‘September 30, 2010’’; and

(2) in paragraph (2), by striking ‘‘September 30, 2008’’ and inserting ‘‘September 30, 2013’’.

(b) EXTENSION OF REQUIREMENT FOR ANNUAL REPORT. —Subsection (l)(3) of such section is amended by striking ‘‘2007’’ and inserting ‘‘2010’’.

(c) ADDITIONAL FEASIBILITY REVIEW OF TRANSITION TO OTHER FINANCING METHODS. —

(1) The Secretary of Defense shall conduct an additional review of the Mentor-Protégé Program under section 811(d)(2) of the National Defense Authorization Act for Fiscal Year 2000 (Public Law 106–65; 113 Stat. 708).

(2) Not later than September 30, 2005, the Secretary shall submit to the Committees on Armed Services of the Senate and the House of Representatives —

(A) a report on the results of the review conducted under paragraph (1); and

(B) any recommendations of the Secretary for legislative action. (d) ADDITIONAL STUDY OF PROGRAM IMPLEMENTATION.—

     (1) The Comptroller General shall conduct an additional study of the Mentor-Protégé Program under section 811(d)(3) of the National Defense Authorization Act for Fiscal Year 2000 (Public Law 106–65; 113 Stat. 709).

     (2) Not later than September 30, 2006, the Comptroller General shall submit a report on the results of the study conducted under paragraph (1) to the Committees on Armed Services of the Senate and the House of Representatives.

The Senate amendment contained a provision (sec. 822) that would extend for five years the pilot Mentor-Protégé program established by section 831 of the National Defense Authorization Act for Fiscal Year 1991 (Public Law 101-510).

The House bill contained no similar provision. 

The House recedes with an amendment requiring a review of the implementation and effectiveness of the Mentor-Protégé Program.
