Of the funds authorized to be appropriated or otherwise made available for fiscal year 2020 for the Department of Defense, not more than 75 percent may be obligated or expended for the Office of the Chief Management Officer until the date on which the Chief Management Officer submits to the congressional defense committees--

(1) the certification of cost savings described in subparagraph

(A) of section 921(b)(5) of the National Defense Authorization Act for Fiscal Year 2019 (Public Law 115-232; 10 U.S.C. 2222 note); or

(2) the notice and justification described in subparagraph (B) of such section.

The House amendment contained a provision (sec. 861(e)) that would limit the fiscal year 2020 funds that may be obligated or expended for the Office of the Chief Management Officer of the Department of Defense until the date on which the Chief Management Officer submits either a certification of cost savings or the notice and justification described in Section 921(b)(5) of the National Defense Authorization Act for
Fiscal Year 2019.

The Senate bill contained no similar provision.

The Senate recedes.
