SEC. 830. Configuration Steering Boards for cost control under major defense acquisition programs.

Section 814(c)(1) of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (Public Law 110–417; 122 Stat. 4529; 10 U.S.C. 2430 note) is amended—

(1) by redesignating subparagraphs (A), (B), and (C) as subparagraphs (B), (C), and (D), respectively; and

(2) by inserting after “for the following:” the following new subparagraph:

“(A) Monitoring changes in program requirements and ensuring the Chief of Staff of the Armed Force concerned, in consultation with the Secretary of the military department concerned, approves of any proposed changes that could have an adverse effect on program cost or schedule.”.

The Senate amendment contained a provision (sec. 851) that would amend section 814 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (Public Law 110-
417) to require each Configuration Steering Board to track any changes in program requirements for a major defense acquisition program and that all such changes must receive approval by the service chief in consultation with the service secretary.

The House bill contained no similar provision.

The House recedes with an amendment that would clarify the types of changes required to be approved by the service chief.

The committee recommends a provision that would amend section 814 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (Public Law 110-417) to require each Configuration Steering Board to track any changes in program requirements for a major defense acquisition program and that all such changes must receive approval by the service chief in consultation with the service secretary.
