SEC. 832. EXTENSION OF AUTHORITY TO ACQUIRE PRODUCTS AND SERVICES PRODUCED IN COUNTRIES ALONG A MAJOR ROUTE OF SUPPLY TO AFGHANISTAN.

(a) Extension- Subsection (f) of section 801 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111-84; 123 Stat. 2399), as amended by section 841(a) of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239; 126 Stat. 1845), is further amended by striking `December 31, 2014' and inserting `December 31, 2015'.

(b) Clarification of Authority- Subsection (b)(1)(B) of such section is amended--

(1) by striking `and the NATO International Security Assistance Force' and inserting `or NATO forces'; and

(2) by striking `to Afghanistan' and inserting `to or from Afghanistan'.

 

Extension of authority to acquire products and services produced in countries along a major route of supply to Afghanistan (sec. 832)

The House bill contained a provision (sec. 832) that would extend through December 31, 2015, the authority under section 801 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111-84), as amended, to procure products and services produced in countries along a major route of supply to Afghanistan.

The Senate committee-reported bill contained a similar provision (sec. 802).

The agreement includes the Senate provision.


House Report 113-102

SECTION 832--EXTENSION OF AUTHORITY TO ACQUIRE PRODUCTS AND SERVICES PRODUCED IN COUNTRIES ALONG A MAJOR ROUTE OF SUPPLY TO AFGHANISTAN

This section would amend section 801 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111-84), as amended by section 841 of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239), by extending the authority to acquire products and services produced in countries along a major route of supply in the Islamic Republic of Afghanistan through December 31, 2015.


Senate Report 113-044

Extension of authority to acquire products and services produced in countries along a major route of supply to Afghanistan (sec. 802)

The committee recommends a provision that would extend through December 31, 2015, the authority under section 801 of the National Defense Authorization Act for Fiscal Year 2010 (Public Law 111-84; 123 Stat. 2399), as amended, to acquire goods and services on a non-competitive basis in certain countries along the Northern Distribution Network transit routes that support U.S. and coalition forces in Afghanistan.

The committee understands that the Department of Defense is seeking to extend this authority in part because it anticipates that retrograde operations for U.S. equipment coming out of Afghanistan will extend beyond the conclusion of the North Atlantic Treaty Organization International Security Assistance Force mission at the end of 2014.
