  1. Is anyone familar with the submission of a "conditional proposal" by a contractor? We have been asked to submit a "conditional proposal" on a competitive commercial item solicitation. I am not sure what this means or the impact to the contractor. Can the contractor submit a proposal with conditions that will allow the contractor to withdarw the proposal if the condition is not met? Any information is greatly appreciated.
  2. Thanks for the references. If neither of these clauses are part of the prime contract. Is the prime contractor still obligated to finish work in progress that was initiated under the prime contract prior to the contract end date? The contract was a FFP with an Economic Price Adjustment. The contract ended and a new contractor took over based on competition. The last 60 days of the priginal contract was the transisiton period. The new contractors contract performance began at the end of the old prime contract. All the work in progress is being performed by subcontractors to the prime contract that ended.
  3. Does anyone know of a FAR or DFAR clause that states if work was ordered on the prime contract prior to the contract end date, does the prime contractor have the responsibility to complete all work in process beyond the contract end date?
