  1. I too have to use this system to gather information on subcontractors. A few days the search function really went downhill. My company has 56 Federal contracts and now I can't even get it to come up in a search (by name or DUNS#). Yet in the FAQs, they don't even list the search problems. Very frustrating!!!
  2. I know this is an old discussion, but I have a question. I work for a contractor that will be subject to Executive Order 13945 regarding Nondisplacement of Workers of a prior contractor under the Service Contract Act. We are trying to prepare to comply. So far, to our knowledge, no regs have been published. Our question is how does location affect this requirement? In other words, if we operate all of our contracts remotely from one site and the prior contractor's employees are in a different location, would we still be required to offer right of first refusal? Or what if we have many employees telecommuting from a variety of locations (which in fact, we do) - do we have to offer telecommuting as part of the right of first refusal? Any insights or thoughts would be welcome.
  3. GSA pricing is considered to be competitive, so no price analysis is needed (see below excerpt from GSA website at http://www.gsa.gov/Portal/gsa/ep/contentVi...contentId=8106). Ordering From Schedules Orders placed against GSA Multiple Award Schedule (MAS) contracts, using the procedures in Federal Acquisition Regulation (FAR) 8.4, are considered to be issued using full and open competition (see FAR 6.102(d)(3)). ?[O]rdering activities are not required to make a separate determination of fair and reasonable pricing, except for the price evaluation required by FAR 8.405-2(d) when ordering services requiring a statement of work. By placing an order against a GSA Schedule contract using the procedures in this section, the ordering activity has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the government's needs.
