Contractor FLA

Does anyone have any experience with the Government issuing separate prime contracts with different divisions of the same company under the same program? For example, and hypothetically speaking, one division has responsibility for a certain platform. A separate division of the same company has responsibility for the motors that go on the platform. Can the Government issue separate prime contracts to each division, and furnish the motors to the division responsible for the platform as GFE? Any examples of this? Any prohibitions? Pros? Cons? Thanks in advance. Hope I laid out the situation clearly enough.

With the recent announcements that Boeing may be the only bidder for a lucrative aerial refueling tanker contract; what are the Government's options? What do you think will happen? I'm guessing the Government will revisit, and subsequently revise, the requirements to open the playing field enough to invite others into the competition. Is Northrop playing poker and counting on that to happen? I think so.

Good post Craigmccaa; and this may very well be the real reason why my argument regarding the theory of "assumed price competition" was not accepted by the PCO. But that was the reason she cited as to way a TINA certification was required - because only one proposal was submitted.

I believe the FAR allows for a determination of adequate price competition even if only one offeror submitted a proposal if the offeror believed that there would be more than one response to the solicitation. We recently tried to make that argument in response to a request for a TINA certification in support of an award under a BAA where we were the only contractor that submitted a proposal - but it was dismissed by the PCO. We were certainly under the impression that we were under a true price competition and prepared our proposal accordingly. That left us a little perplexed in that it is an expensive process to prepare a complete proposal update - which the Government pays for, either directly or indirectly.
