JeffPayne Posted October 4, 2010 Report Share Posted October 4, 2010 After approximately 100+ proposal submittals (RTR's), the CO is now adhereing to our firm requiring to return the "EOI" form, consisting of a check in a box for (1) question- whether our firm is interested in this particular TO. Does the submittal of a proposal, in lieu of returning the EOI form, serve as answering "Expression of Interest" form? Thanks for any feedback (Case Law?) you can provide. missgamecock Posted October 4, 2010 Report Share Posted October 4, 2010 You know that doesn't really give a lot of information. Do you have an IDIQ contract (that is what a TO is awarded off of)? Is it a multi award IDIQ? Did you give a full proposal? Usually Contracting Officers don't torture contractors for fun. They are doing it because someone higher up has tasked them to make sure they have this documentation. Why not just return the form as asked? It might be a final call for the proposal. Are you sure you submitted a proposal? Many contractor confuse a sources sought notice for an actual RFP even though we CLEARLY state that there is no solictation at this time and that this is simply a sources sought to see who has the capability to do this work. JeffPayne Posted October 4, 2010 Author Report Share Posted October 4, 2010 TY for your response! It is an ID/IQ and it was a Request for Technical response (RTR) only at this time. We would have submitted the form but CO is stating we did not "show interest" in the TO and thus may disqualify our proposal.
