I am seeking information on what other organizations do regarding insurance on private personal property.  The Department of State’s 14 FAM 641 Policy on Private Insurance by Employees, encourages employees to carry their own private insurance to offset damages or losses not covered by the agency which only covers the depreciable costs of items damaged during a move.  Additionally, the Military Personnel and Civilian Employees’ Claims Act of 1964 will significantly depreciate the value of most effects and reimburse no more than $40,000, unless it was an emergency evacuation or extraordinary circumstance (of which reimbursement may increase up to $100,000).

@LeighHar I don’t think you’ll get much input here.  Most agencies don’t consider household moves as something done through a contracting office.  Generally they are handled by an office dealing with facilities, logistics, HR, etc. and the transaction is covered with a Government Bill of Lading, at least for domestic moves, and not a purchase order or contract.

DoD implemented Full Replacement Value coverage in 2007 and so DoD personnel who do have a paid personal property move are not in a similar situation.

Thanks for this info, FAR-flung. We had three very unpleasant experiences with household move damages plus storage stolen/damaged items during 6 1/2 years of overseas assignments.  I was able to out-lawyer the Army lawyer’s twice by thoroughly reading the regulations. They tried to depreciate goods lost or damaged during storage but the regs forbade that.

But the first limited household shipment from Mississippi to Saudi was a disaster. They failed to crate the overseas shipment as required, instead shipped in on a pallet in cardboard boxes. Broke all our chiina and flattened the wife’s sewing machine, then depreciated all the broken items to almost nothing.

When we returned from overseas, most furniture and stored clothing had molded or rotted due to lack of moisture control. Again, we had to call their hand on depreciation during 6 1/2 years storage but had to bear significant share of replacement costs.
