In addition to Don’s reply, in response to your specific question, read through Subpart 52.1 - “Instructions for Using Provisions and Clauses”.

For another example, see Subpart 36.5 - “Contract Clauses”. you will see that most of those are prescribed for “solicitations and contracts”.

And think about it… If you are going to negotiate a contract or otherwise establish a contract price, it requires a mutual understanding of the terms and conditions requirements that will apply to the contract performance.
