Ande Posted September 16, 2021 Report Share Posted September 16, 2021 My small business was awarded a Phase II STTR contract, which was issued on an SF 1449 for commercial items. We are delivering reports under the contract analyzing our research and development. The services do not meet the commercial item definition. It seems an SF 1449 is the wrong contracting vehicle.
