ECMRA move to SAM

I received a Prime Mod today that is making a CMR CLIN "Reserved" with a note in the Mod stating: "CMR language is being removed from the modification as it is no longer applicable to SBIRs/STTRs."  

Curious of anyone has seen formal notice anywhere exempting SBIRs/STTRs from the CMR requirements, or if the above language is the CO's interpretation of the revised requirements.

Hello, 

 

I am having one of my contractors having issues too. Any more updates on this? The contract is in FPDS and the FSD Helpdesk does not seem to know how to assist. The contractor is claiming that they cannot submit a helpdesk ticket and are asking the CO to submit a helpdesk ticket. Any guidance is appreciated. Seems like a lot of people are having issues.

With the DoD change from ECMRA reporting to SCR, there is now a $3M threshold and not every product service code (PSC) that required reporting under ECMRA is reportable under DoD's SCR.

Note that the DoD and Federal SCR  requirements are not identical.
