I'm hoping that someone can please explain the similarities and differences between an Other Transaction Authority (OTA) per 10 U.S.C. 2371 and the Section 233 Authority (PILOT PROGRAM FOR THE ENHANCEMENT OF THE RESEARCH, DEVELOPMENT, TEST, AND EVALUATION CENTERS OF THE DEPARTMENT OF DEFENSE) in a way that is clear, concise, and understandable for someone fairly new to contracting? These two hot topics continue to come up in my agency. I realize that both allow us to speed up our acquisition methods and increase flexibility in how we do things in the R&D realm but I find myself getting confused on what the benefits are to each and what exactly they allow our contracting department to do.
