here_2_help Posted October 4, 2019 Report Share Posted October 4, 2019 To amplify on ji20174's post -- SBIR is the Small Business Innovation Research program, in which funding is provided to small businesses (only) through contracts or grants. The awarded contracts or grants are subject to normal FAR (or other) requirements. OTA is Other Transaction Authority, in which the Department of Defense may award a contract to a non-traditional defense contractor for purposes of research, prototyping, or production. If the answer is yes, then a SBIR within the Department the Defense can be funded through not only procurement contracts or grants, but also through Other Transactions. An OTA is an agreement entered into by agencies and other entities to carry out specific purposes identified in the statutes that permit the agency to enter into an OTA.
