Too many circumstances to list here.  You performing work and invoicing for costs are different matters.  If the real concern is invoicing for costs that will be incurred before the contract is awarded, talk to your professor (or supervisor) or read in the FAR about pre-contract costs.

Bob, May I suggest relocating this topic and two others posted today from Contracting Workforce?  Thanks.

Not sure why all these questions get posted here but they don’t have anything to do with  contracting workforce issues.

Precontract costs means costs incurred before the effective date of the contract directly pursuant to the negotiation and in anticipation of the contract award when such incurrence is necessary to comply with the proposed contract delivery schedule. These costs are allowable to the extent that they would have been allowable if incurred after the date of the contract (see 31.109 ).
