In requesting quotations from GSA Schedule Holders, how should the solicitation be structured and formatted? According to FAR Part 8.405-2©, "ordering activity must provide the Request for Quotation (RFQ), which includes the statement of work and evaluation criteria to schedule contractors that offer services that will meet the agency's needs". Does this mean that the solicitation should only contain the statement of work and evaluation criteria? I understand that FAR Parts 14 and 15 do not apply to BPAs or orders placed against FSS contracts, but can any parts of the Uniform Contract Format (Sections A-M) be utilized for structuring the solicitation? This BPA will consist of a base period and three option periods not to exceed $5M. Is it true that BPAs do not contain option periods? Link to comment Share on other sites More sharing options...

For actual format use what works within your agency's system/processes. Using a SF-18 seems the most common approach and some folks do put in the UCF and others do not. No requirement to do so if you read through the references on the GSA website and keep FAR Part 8 in consideration. Remember you are doing an order under an existing contract so the ordering procedures of the contract apply not the whole of the FAR with regard to solicitation and award procedures. You may, as you will read in the references of the website, add FAR clauses that you feel are applicable but you must, through the quote procedures used when establishing the BPA, advise the FSS contractors that you intend to add some agency specific clauses. You are correct BPA's can be "renewed" annually, no need for option clause. Again see the website references for further discussion. I am guessing that you are using Schedule 738II. Suggest you might want to get a further feel of exactly what the schedule states with regard to terms and conditions and pull up the contract clauses and read through them. No doubt it has Clause I-FSS-646 regarding BPA's. The clause will not provide a lot of insight regarding your questions but it will help understand how BPA's are viewed under a FSS contract.
