But seriously..one thing you can do is plug the IDIQ into FPDS-NG and see if any referencing orders have been placed. I've seen everything from nominal orders placed at the time of IDIQ award to $1 obligations on the IDIQ (too clever by half). As a side note, several of the Big 5 accounting firms got busted by the SEC back in the day for booking (for example) $500M in "revenue" at the time the IDIQ was awarded, even though there is no guarantee of anything over the minimum order amount.
