Contractor Posted December 17, 2016 Report Share Posted December 17, 2016 Has anyone ever heard of a BAFO being issued with an LPTA procurement? Seems counter to my understanding of LPTA procurements. Proposals were turned in a few weeks ago and based on a conversation with contracting, an amendment will be coming out shortly requesting Best and Final Offers. napolik Posted December 17, 2016 Report Share Posted December 17, 2016 The abbreviation BAFO has been replaced by FPR (final proposal revision). The issuance of a FPR is commonplace whether the procurement method is tradeoff or LPTA. A proposal revision or a FPR must be requested following discussions. Contracting officers conduct discussions and request proposal revisions/ FPRs to obtain price reductions, to improve the quality of an acceptable proposal, and/ or to give a contractor an opportunity to make an unacceptable proposal acceptable. Guest Vern Edwards Posted December 17, 2016 Report Share Posted December 17, 2016 If an agency conducts discussions in an LPTA procurement in accordance with FAR 15.306(d), then it "shall" give offerors remaining in the competitive range an opportunity to submit a final proposal revision (formerly called "best and final offer") in accordance with FAR 15.307(b). The rules are not different for LPTA and tradeoff source selections. For an example of an agency doing just that see Advanced Business Solutions, GAO Dec. B-412937.2, 2016 COD ¶ 181, July 7, 2016.
