rsenn Posted May 5, 2017 Report Share Posted May 5, 2017 Instead of blind proposal approach to eliminate favoritism among the evaluators, try making the evaluation criteria be objective and verifiable, so that two evaluators reading the same proposal will give it the same score. Evaluators are also explicitly allowed to consider direct PP experience not contained in CPARS, etc. When you anonymize the data, you generally strip out that important source of PP information, while at the same time raising issues of prejudicial treatment if an evaluator guesses the incumbent's identity based on proposal statements like "we developed the existing agency solution".
