Does COCO include contractor leased property?

A government solicitation contains a requirement for a Contractor Owned Contractor Operated facility. Does the word "owned,"  used in this context mean that a contractor cannot lease a space to provide the services in response to the solicitation requirements and therefore the contractor must own the facility?

Not necessarily. What does the solicitation - as a whole - say? What does the description of the requirement say?

Scope states includes two references to contractor owned: "contractor shall own and operate a facility and secondary facility" and "contractor-owned facility is located within x miles"

If you are a prospective offeror who might be barred from consideration because you are able to provide leased space, you might want to raise this matter with the contracting officer (and if necessary, in a protest) before the date set for receipt of offers.

In its definitions of federal facilities, the EPA defines COCO as follows:

• Contractor owned/contractor operated facility is a non-government owned, privately operated facility that provides goods and/services to a Federal agency under contract.

For the EPA, "contractor-owned" means privately owned, not owned by the Government.  But you need to ask your contracting officer if an offer providing leased space will be considered.
