No. No. No. FAR Part 6 does not cover purchases made under FAR Part 13, except as may appear under 13.5 which is not applicable to the original posting. See FAR 13.500( a ). Even if it is a commercial item procurement, FAR Subpart 13.5 only applies over the simplified acquisition threshold -- not under. Never. See FAR 13.500( a ). See also 13.106-1( b )( 2 ). However, if FAR Subpart 13.5 applies (it doesn't, but just for the sake of discussion), then follow the rules in FAR Subpart 13.5. FAR 13.501( a )( 1 )( iii ) gives the instructions for posting a J&A (or JOFOC) when FAR Subpart 13.5 applies. But it doesn't apply. READ the FAR. Read THE FAR. Read the FAR.
