DFARS 214.201-5( c ) was recently added to read:

Include an evaluation factor regarding supply chain risk (see subpart 239.73) when acquiring information technology, whether as a service or as a supply, that is a covered system, is a part of a covered system, or is in support of a covered system, as defined in239.7301.

What's wrong with this picture?

Don, do you think that FAR Provision 52.214-21, Descriptive Literature, could be the means for the agency requesting and evaluating the supply chain management plan (particularly paragraph (B )(5))?

No, I don't think a supply chain management plan would fall within "Methods of manufacture, assembly, construction, or operation" of a product.

I think that information necessary to assess a bidder's supply chain risk should be requested as part of a responsibility determination.
