Multiple Award IDIQ- Solicit w/ Final TO or Draft TO?

I am starting to question all my training over the years on awarding a Multiple Award IDIQ and questioning the purpose of issuing a Draft Task Order (TO) as a sample for Offerors to propose towards in awarding a MA/IDIQ. Why not save time and issue a final TO that will be awarded to the vendor that proposal is the best value to the government? Therefore, the MA/IDIQ and TO 1 would be awarded essentially awarded at the same time and potentially lead to better pricing....

I am used to issuing a draft task order, and then soliciting the draft as a final TO a few days after the MA/IDIQ has been awarded. Why not save time/paperwork and do it all at one time?

Sure, a real TO is much better than a fake task order that companies can just cheat on because they know they won't have to fulfill.

FARmer, yes, why not do it all at one time, especially if you intend to resold it the same task a few days after award????

They might cheat anyway, depending on what it will cost them.

Does the size and nature of the real task order relative to others that might be issued during the ordering period affect the utility of that approach?

Thanks guys for all the info and I do apologize for asking a question that appears to have been answered by previous posting. Only if I actually searched "Seed Task Order" or "Sample Task Order", I wouldn't be wasting your time........ I searched "Draft Task Order."

Vern et al- I would say that the size (dollar value) and nature of the real task order is relative to the other potential task orders to come down the line. So I think that issuing a Real Deal TO with the IDIQ soliciation, offerors will provide better pricing at that time and making the evaluation more meaningful .
