here_2_help Posted March 2, 2015 Report Share Posted March 2, 2015 jpayne, I suggest you reach out to one of the Big 4 Government Contract Consulting practices and pay them to develop your manual for you. They have templates from years, if not decades, of developing Procurement Manuals for clients. Sure it will be expensive but you will get a quality product. Hope this helps.
