Mickdu
Is it possible to do a period of performance extension to a Basic IDIQ Contract that is not for advisory and assistance services? This base IDIQ was a competitive award with multiple awards and the extension would be granted for all contractors.
Guest Vern Edwards
By "period of performance" do you mean: (a) the period in FAR 52.216-18(a) or ( b ) the period in FAR 52.216-22(d)? Or do you mean the period of performance of a particular order under the contract?
Mickdu
The period of performance of the entire IDIQ and all contracts under it. I believe DFAR 217.204(e)(i) allows me to award such an action.
Guest Vern Edwards
Properly written IDIQ contracts don't have a "period of performance of the entire IDIQ and all contracts under it." They have (1) an ordering period and (2) a date beyond which the contractor cannot be required to perform. There is no such thing as FAR 217.204(e)(i). There is a DFARS 217.204(e)(i), and it allows you to extend the ordering period if your contract contains an option clause that allows it. Does your contract contain such an option clause? If not, and if you want to add one, you'll need a justification for other than full and open competition. If you have somehow written an IDIQ contract that does have a "period of performance for the entire contract," then you should be able to extend it by mutual agreement, but you may have to prepare and obtain approval of a justification for other than full and open competition, depending on your reasons for extending it. Why do you want to extend it?
