NASA Policy on ID/IQ Order of Minimum Quantity at Contract Start

Your question is not clear as Don alludes to above and this topic includes not only FAR and department/agency supplements but fiscal law. I would suggest doing a search within WIFCON and if you're still not clear then ask your question again with more specifics.

I tried to keep this very simple. I know that it is difficult to do that on a complex issue. I am very simply asking if NASA has policy that requires them to actually place an order for the minimum order quantity at time of award. I am trying not to get into a discussion about the obligation of funds. For example, if I have an ID/IQ with ordering allowed over a 5 year period, it sounds like the Government has the prerogative to award the ID/IQ contract, but not order any work until year 4?

If you want to know if NASA has a policy, go to the NASA procurement webpage and do your own research. If you don't know how to use the internet, use a telephone.

By the way, this is NOT a complex issue.
