I am very simply asking if NASA has policy that requires them to actually place an order for the minimum order quantity at time of award. I am trying not to get into a discussion about the obligation of funds. For example, if I have an ID/IQ with ordering allowed over a 5 year period, it sounds like the Government has the prerogative to award the ID/IQ contract, but not order any work until year 4?
