SEWP Software Maintenance Question

I looked through the past topics as I thought I had seen this before, but was unable to find it.

For software maintenance purchased through SEWP, is the Government allowed to pay upon award for these services or do we have to wait until the service is performed. I don't know that a software company will wait a year for payment while services are being rendered.

I ask because I'm in a lively discussion with a Fiscal person that states that it must be paid in arrears and cannot be paid at the time of award. If you know of a policy reference, that would be helpful.

I tend to use GSA as my yard stick for software maintenance now. I see how the specific product is classified on GSA. Does it fall under Special Item Number (SIN) 132-32 or 132-24? Assuming the product is on GSA of course. Based on that, I make my decision on whether it is a product (paid up front), or a service (paid in arrears). While that is not an authoritative source, it does give me some backup information that I can use as a rationale for making my decision.

The general answer is yes, you can require payment in arrears, but the contractor is going to make you pay for it. If the contractor has to pre-pay, that cost is going to be extended to the customer in someway. Or, most likely no one will quote it.
