That is a political document showing what the president has requested from Congress. It does not disclose the actual operating budget of any agency. It shows what the president would like to have, not what the agencies receive. An agency's actual operating budget is not known until after the agency has its authorization and appropriation for the fiscal year and received its apportionment from OMB, which as we all know, has been problematical for the past several fiscal years. Even if there were an appropriation act, you still might not know how much an agency has allotted to particular offices, programs, and projects, and with what instructions. See the GAO Redbook, Vol. 1, Ch. 1, D. "Life Cycle" of an Appropriation, 3. Budget Execution and Control. As far as I know, agencies do not publish the details of their operating budgets.
