joel hoffman Posted February 14, 2014 Report Share Posted February 14, 2014 President Clinton issed an executive order that directed agencies to consider using Project Labor Agreements on federal construction projects. G.W. Bush overrode it, effectively prohibiting the use use of PLA's. Barack Obama overrode and reinstituted PLA's. Guest Vern Edwards Posted February 15, 2014 Report Share Posted February 15, 2014 Joel: The Constitution makes no mention of executive orders and many legal scholars question their constitutionality. There is no question that the president can order executive agencies to conduct themselves in certain ways when implementing statutes. And once agencies begin to implement an E.O., they'll probably keep doing so until told to do otherwise. There are real questions about the authority of presidents to issue orders to the citizenry.
